What exactly were the Locarno Treaties meant for?

...What were they trying to reinforce...? I can't remember, there are SO many treaties back then. >.< Also, if someone would give me some brief information on the Horse-Laval pact (dunno if that's spelt right) and the Kellog Briand Pact that would be great... Thanks a bunch.
