Who can give me an loan for publishing a book ?

Ouch. It is no doubt challenging for a new (I presume you are a new writer?) writer to get published. I've been published for scientific articles, but compared to your effort mine was a piece of cake. Your work needs a champion. That could be a publisher willing to take a chance on you, an investor, or yourself. The fact that your publisher wants to charge you....is a red flag. An investor may be found if you happen to stumble onto somebody with lots of money that reads your book and thinks it is a gold mine. That might be kind of a long shot, even if you write a very good book. You being the champion is probably your best bet....look for places to publish excerpts of your writing. Submit the book to some type of competition--a google search should identify something. Maybe you can self-publish a few chapters at a time and place them on racks at grocery stores...kind of comic book style.
